COMMUNITY DEVELOPMENT

     

Introduction

313.          Community Development Policy of 1996 continued to guide the peoples development activities through self reliance whereby many people are increasingly committed to fight poverty. Also, the government continued to monitor the implementation of economic and structural reforms in the country.

 

Education and Training

314.          In 2002, the community development colleges conducted training at certificate and diploma levels.  A total of 100 community development professionals graduated at certificate level.  Out of those professionals, 78 were females and 22 males.  At the diploma level, 63 community development professionals graduated constituting 37 females and 26 males.  Focal development professionals graduated constituting 37 females and 26 males.  Focal development colleges which aim at improving peoples capacities to be aware, decide, plan and implement their development plans trained a total of 6,050 people constituting 3,515 females and 2,534 males. In addition these colleges conducted long courses, for 5,875 people constituting 2,648 females and 3,227 males.  The training was in tailoring, carpentry, masonry and mechanics.

 

Economic Empowerment for Women

315.          In 2002, priority continued to be directed at empowering women economically,  providing training and combating  harassment to women.  In 2002, women continued to receive credits from the government through the Women Development Fund whereby each district was given shs. 4 million. Many non-government organizations also continued to extend credits to women. CREW – Tanzania approved 899 loans valued at shs. 363.3 million.  Also, 135 women were trained and participated at the Dar es Salaam International Trade Fair.

 

Women Education Development

316.          In 2002, the Training Fund for Tanzania Women offered long term training courses to 43 women. Also, 36 women undertook short training courses to improve their administrative skills and leadership to women District Commissioners.  In addition, 17 women and 28 men were trained in improving their skills for managing non-government organizations.  Participants came from Ruvuma, Mbeya, Iringa, Morogoro, Pwani, Lindi, Mtwara and Dar es Salaam.  Moreover, 17 women from workers trade unions and employers associations from the private sector were trained in gender issues.

 

Children Development

317.          In 2002, Tanzania participated in international conferences concerning the development of children.  Special Session of the United Nations General Assembly Children was held in May, 2002.  That special Session aimed at evaluating the implementation of the goals set by the Heads of States and Governments meeting concerning children in the period between 1950 – 2000 and making commitment of implementation in the ten year period beginning from 2002.  The Session adopted a document titled “Appropriate World for Children” which is the vision to guide member countries in successfully implementing the world goals for children.  Priority areas in that vision are improving children health, provision of better education to children, protection against molestation, exploitation and harassment of children and protection against HIV/AIDS.  In 2002, the government in collaboration with stakeholders including children started to prepare an implementation plan of the priority goals.
