International Organizations 

 

Overview

Tanzania is a member of International and regional groupings i.e, the East African Community (EAC), and the Southern Africa Development Community (SADC). The EAC is a Community of three Partner States, namely Uganda, Kenya, and Tanzania. 

 

The EAC was establish under the Treaty which was ratified by Partner States on 30th, November 1999. The EAC entry point is establishment of a Customs Union and Common Market under which protocols for its establishment are envisaged to be concluded within a period of four years starting November 1999. Further stages of integration is the creation of a Monetary Union and ultimately a Political Federation.  The EAC aims at strengthening the economic integration of these countries on a selective and pragmatic basis, including facilitation of trade through harmonization of tariffs, payments, transport, movement of people, and harmonization of other areas of common interest i.e. political, social and cultural fields.

 

Tanzania membership to the Southern Africa Development Community (SADC) was effected since its establishment in early 1980s.  The SADC is a Community of 13 countries, namely Angola, Botswana, Lesotho, Malawi, Mauritius, Mozambique, Namibia, South Africa, Swaziland, Tanzania, Zambia, Zimbabwe, and Democratic  Republic of Congo. The SADC Member States have recently ratified the Trade Protocol (25th, Jan. 2000) aimed at establishing a free trade area for the liberalization of intra-SADC trade in goods and services, and adoption of relevant trade laws (anti-dumping, subsidies, countervailing duties, and safeguards measures). The SADC free trade area is targeted to have been established within eight years starting September, 2000.

 

Tanzania is also committed in other bilateral and multilateral arrangements, like those within World Trade Organization (WTO), and African, Caribbean Pacific (ACP), and European Union (EU).

SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC):

 

Objective:

To promote sustainable economic development and integration in SADC countries and to promote peace and security in the Region.

EAST AFRICAN COMMUNITY (EAC):

 

Objectives:

To strengthen economic, social, cultural, political, technological and other ties for balanced and sustainable development of the Partner states (Tanzania, Kenya and Uganda).

 

Main programmes underway:

Evaluation of the EAC Development Strategy for the period 1999-2000 and Endorsement of the EAC Development Strategy for the period 2001-2005.  Initiatiaves and programmes which underway include the following:

  • Introduction of EA standard travel document/passport and issuance of National identify cards.

  • Establishment of EA Stock Exchange and capital market.

  • Simplification of customers documentation.

  • Reduction of internal tariff on the basis of Cross Border Initiative CBI recommendations.

  • Protocol on combating illicit drug trafficking in EAC.

  • Protocol on Standardisation, Quality Assurance Meteorology and Testing.

  • Observance of the rules of procedure for the summit of Heads of state

  • Observance of the rules of procedure for the Admission of foreign countries into EAC.

  • Observance of the rules of procedure for the Admission of observers into EAC.

  • Protocol on the establishment of the customs union for EAC is in the final stages.

UNITED NATIONS DEVELOPMENT PROGRAMME (UNDP):  

Objectives:

Improving and enhancing economic development and growth.

 

Main Programmes Underway:

Implementation of 6th UNDP Country Programme for Tanzania which include the following programmes:

  • Capacity building for economic and financial management for sustainable development at central and local government levels.

BILATERAL INVESTMENT AGREEMENTS BETWEEN TANZANIA AND OTHER COUNTRIES:  

Tanzania has already ratified a bilateral investment agreement with the United Kingdom and has signed similar agreements which are in the ratification process with the Governments of Sweden, Denmark, The Netherlands and Republic of Korea.

 

Advanced stages for signing Bilateral Investment Agreements have been reached with the Governments of Finland and Italy.

 

Areas covered includes agreements on:

  • Promotion and Protection of Investments.

  • Transfer of principal, returns, proceeds, payments, compensation and earnings.

  • Expropriation and Compensation

  • Compensation for Losses

  • Settlement of Disputes.

COOPERATION WITH MAJOR PARTNERS IN DEVELOPMENT

 

Tanzania like other developing countries has cooperation arrangements with several partners, the objective being the furtherance of her socio-economic development.  This arrangement is realized in the form of financial, technical and material assistance (grants and concessional loans for Tanzania). Key partners in development are:

 

BELGIUM:

 

Background:
Belgium-Tanzania Development Co-operation is channelled through Government-to-Government, non-Governmental and Multilateral channels. A new formal General Agreement on Bilateral Development Co-operation between the two countries was signed in 2002.

The current areas of focus for Bilateral Co-operation are:

  • Contribution to PEDP via the Basket Fund
  • Support to TRC: turnouts, container terminals, technical assistance
  • Social aspects of the fight against HIV/AIDS: youth awareness, training of medical staff, support to orphans
  • Support to the development of Kigoma and Coast Regions
  • Contribution to the Legal Sector Reform
  • Community based sustainable environmental management of buffer zones east & west of Selous Game Reserve
  • Primary Health Care in Karagwe District
  • Improved water supply in peri-urban Dar es Salaam
  • Extensive scholarship program for MSc & PhD in Belgium and Tanzania.

Belgian NGO's are operational in rural development (Chunya, Mufindi, Same, Kiteto, Simanjiro, Arumeru, Monduli, Muleba and Bukoba Districts), development of SME, micro-credit and vocational training centres.

Belgian Universities co-operate with several departments of Sokoine University of Agriculture in Morogoro, where also a special project on training of African hamster rats for detection of landmines (Belgian NGO APOPO) is based. Another special project concerns the organisation of secondary education for refugees in West-Tanzania via the Geneva based NGO Refugee Education Trust.

In multilateral context Belgium contributes substantially every year to UNHCR for the refugees in West-Tanzania. UNAIDS/WHO received funds for home based care of AIDS patients.

Poverty Alleviation:

This program is being implemented by UNDP through National Income Generation Programme  (NIGP)  activities.

 

Private Sector Development:

An identification study has been completed and it appears that the Tanzanian Venture Capital Funds could be appropriate institution.  The fund will be used to finance operation in Kagera and the Central Corridor.

 

Survival Fund – Ngara:

Assisting in fuel wood supply and reafforestation in Ngara District under the supervision of UNHCR and executed by CARE.

 

CANADA:

 

Background:

Tanzania Canada Bilateral Development started in 1965.  Canadian assistance to Tanzania is channeled through the Development Aid Agency known as Canadian International Development Agency (CIDA).  The assistance is focused on basic human needs, women development, private sector, Governance and human rights.

CHINA:

 

Background

Cooperation between Tanzania and China started from 1964 in terms of soft commercial loans.  Current cooperation is focusing on Agriculture, Industry, Transport and communication, construction, mining, trade, health and education.

 

ONGOING PROJECTS/VENTURES:

  • Kiwira Coal Mine: A joint venture project with China having 62% shares and Tanzania 38%.

  • Urafiki:  An ongoing joint venture project

Pipeline Ventures

Mbarali rice farm: Jiangsu Agricultural and Forest Department - a Chinese Company has shown interested in a joint venture with Tanzania government.

 

Ruvu Rice Farm:Effort is being made to get a company for joint venture.

 

Ubungo Farm Implements (UFI):  A Chinese company called Tianjin Machinery Import Export Cooperation has  indicated interest into joint venture arrangements.

 

Mang’ula Machine Tools: Working out to get joint venture investors.

 

DENMARK:

 

Background:

Tanzania-Denmark Development Co-operation started in early 1960’s with the joint Nordic Aid Project.  Since then Tanzania has been one of the principal partners in Development Co-operation with Denmark. According to a memorandum of understanding signed on 7th August, 1995  future cooperation strategy is to shift towards sector programme support and  sector concentration.  In addition to sector concentration Denmark remains active in activities related to promotion of human rights – including women’s rights, good governance and democratic development.

 

Health Sector Programme Phase I

·        Integrated cost-effective packages of health interventions including HIV/AIDS and STD at district hospital, health centre, dispensary and community level.

·        National/District health transport system

·        Strengthening of key units in the Ministry of Health (MoH)

·        Human resources development, planning and management capacity at MoH. 

 

The Agricultural Sector Programme Support.

The programme concentrates on the institutional strengthening of farm seed production, small holder irrigation projects, rock phosphate research and environment conservation.

·        Truck Roads Component:

i)                    Improvement of  Dar es Salaam – Mlandizi road, Wami River Bridge and  Chalinze- Segera Road.

FINLAND:

 

Background:

Tanzania - Finland Development Cooperation dates back to the early 1960s when the joint Nordic Aid project commenced.  The main type of aid has been project assistance consisting of financial or capital aid and technical assistance.

 

Ongoing Programmes:

·        Environment and Forestry.

This includes:

            -     The Tanzania Forestry Action Plan (TFAP).

 

-     The East Usambara Catchment Forest programme including the Establishment of Amani Nature Reserve, Catchment Forestry, Farm Forestry, Institutional improvement and Research and monitoring.

 

·        Forestry Research in Tanzania phase 1 –

The objective is to strengthen research and development capacity in the Tanzania Forestry Research Institute (TAFORI).

 

·        Zanzibar Forestry Development Project –

To address issues of rural poverty and inadequate management of natural resources.

 

·        Zanzibar Integrated lands and Environmental Management project (ZILEM). Focusing institutional development in the areas of land use planning, land management and environmental management.

Background

IRELAND:

 

Background:

The first Tanzania – Ireland cooperation started in the late 1970s between Irish Ropes and the Kilosa Sisal Carpet Factory.  From 1981, Irish cooperation was focused on  Kilosa District and starting 1990 the district of Ulanga and Tanga Coastal Zone were added.  The cooperation is directed towards poverty reduction, provision of basic services, gender inequality, natural resources and good governance.

JAPAN:

 

Background

Cooperation with Japan dates back to the 1970s.

Current cooperation is managed under the TICAD process.

Improvement of Water supply and medical  services in the

Poverty alleviation projects  in Agriculture, Water, and Health.

 

Debt Relief Grant Aid:

Tanzania repayments of debt obligations are reimbursed by the government of Japan to Tanzania’s Debt Relief Cash cover for importation of goods through normal commercial transactions.

 

Food Aid Programmes (KR I and KR II)

Resource transfer to maintain level of consumption in terms of food supply in the market (KR I) and supply of agricultural inputs and machinery for improving food production (KR II).  Food aid, normally rice, is sold to generate cash cover that is used to supplement government resources in financing development projects in the sector of agriculture and social services.

 

THE NETHERLANDS:

 

BACKGROUND:

The Cooperation between Tanzania and The Netherlands is over thirty years old. 

 

 

ONGOING PROGRAMMES/PROJECTS

EDUCATION:

Including Education support Fund preparation of the Education Sector Development Plan, Support to Children’s Book Project, Text book interim programme, Support to higher education, University of Dar es Salaam Economic Research Bureau,  Engineering Department, Research on Poverty Alleviation (REPOA), district based support to Primary Education, Support to Education vide the District Rural development programme mainly through SNV, and Fellowship programs (about 80-100 students undertake postgraduate courses in the Netherlands every year).

 

HEALTH

      Ongoing activities under the health programme include: National Tuberculosis/ Leprosy programme, reproductive health packages for the prevention of AIDS and HIV research and Social Marketing of condoms.

 

WATER:

              Water projects in two regions of Shinyanga and Morogoro involving the construction of shallow wells operations and maintenance.

 

LOCAL GOVERNMENT:

              Restructuring, management, consultancy and the introduction of the integrated financial management system (Platinum) in eleven districts.

 

RURAL DEVELOPMENT:

Eleven districts are taking part in the programme – namely Biharamulo, Bukoba, Kahama, Karagwe, Kondoa, Maswa, Mbulu, Meatu, Monduli, Songea and Ngara.  The programme is in the third phase and aims at increasing local ownership and responsibility for implementation of District Development Funds and an increased role of the Central Government support for the districts.  Other programs includes the Multilateral Debt Fund, environment, infrastructure and women in development.

NORWAY:

Background:

Development Cooperation between Norway and Tanzania started in the early  1960s in the form of Technical cooperation in the field of public administration, health and education. From 1995, the co-operation has been guided by the Memorandum of Understanding on development,  the thrust being to promote a sustainable economy.   Sectors for focusing are:

·        Economic development

·        Infrastructure.

·        Research and education.

·        Political reforms.

·        Environmental and resource management.

·        Commercial and cultural relations.

·        Regional Programmes such as the Southern Africa Development Community (SADC).

·        Co-financing  with multilateral institutions.

·        Non-Governmental Organisations (NGOs) support and Volunteer servises.

  • Promotion of Rural Initiatives and Development Enterprises (PRIDE) in Arusha, Tanga and Dar es Salaam.

Background:

The Tanzania Sweden development cooperation dates back to 1963, focusing on specific regional projects, balance of payments support, emergency relief, environmental projects, non-governmental organizations as well as democracy and human rights activities.

THE UNITED KINGDOM:

Background :

The Tanzania – UK development cooperation dating back to 1961, consists of financial capital and technical cooperation.  UK Co-operation is also managed through  EU, the European Development Fund, Emergency Relief, NGO’s and food aid.

 

Ongoing Programmes

 Natural Resources:

Ruaha Wildlife Management; the objective being to strengthen the country’s tourism capacity, conservation, management of wildlife resources and protection of endangered species (elephants). 

 

·      Agriculture:

  • Cashewnut Research Programme: focusing on agricultural research on cashewnut production in Mtwara Region in an effort to revive the cashew industry.

  • Cash Crops Farming – Zanzibar:

The project aims at increasing foreign exchange earnings and raise incomes of the farming community by developing a cash crop sector.

 Health:

  • Family Health Project;  to improve reproductive health care and prevention of Sexually Transmitted Diseases (STDs).  It is based in four districts of Mbeya region. 

  •  Health and Nutrition Support project. (Mbeya and Tukuyu):

The objectives are to train medical staff, improve district water and sanitation systems, family planning services, upgrade the capacity of clinics and health centres and to deliver essential health and community services.

  •  Health Service User Charges:   

To formulate and introduce  cost sharing scheme for the health service exploring options available for compulsory insurance schemes for the public service and introduction of user charges in all hospitals.

 

 Transport and Infrastructure:

Improvement of regional roads maintenance in Iringa and Ruvuma, rehabilitation of Tanzania Railway Corporations'  information systems and the rehabilitation of locomotives and rolling stock.

 

Tanga Port Rehabilitation Project

Strengthening of port operations and complement the World Bank’s Port improvement project in Dar es Salaam.

 

·        Balance of Payments Support

To support the country’s economic reforms.

·        Civil Service Reform:

Facilitating the Civil Service reforms, i.e improve its composition, size and remuneration and need for retrenchment.

 

·        The Multilateral Debt Relief Fund  (MDF):

The Multilateral Debt Relief Fund was created in July 1998 with a dual purpose of servicing multilateral debt and to finance the social sectors with the budgetary savings.  Six countries, i.e. UK, Sweden, Ireland, Norway, Finland and Denmark signed an agreement for contributing to the Fund. 

 

·        Private Sector Development:

-      Focussing on small and medium scale enterprises,  including export marketing.  Other plans in the pipeline include a business support programme and income – generating programme for women.

 

-      Other areas are  support to Venture Capital Fund and the Tanganyika Development Finance Company Ltd.  (TDFL).

 

·        Humanitarian Programmes.

For Dar es Salaam water crisis, Rwandese refugees and emergencies.

 

Tanzania Investment Centre Transformation.

Background:

Development co-operation between Tanzania and USA is focuses on five main sectors of health, environment and natural resources, governance, private sector development and Infrastructure

THE AFRICAN DEVELOPMENT BANK (ADB) GROUP  

The Bank commenced its lending operations in Tanzania in 1971.  As at 31/12/2000, the Bank Group had approved financing of 69 operations comprising 33 projects, 3 industrial lines of credit, 20 studies and 4 policy based operations, and 2 supplemental financing mechanism loans.  The Bank Group also approved 3 loans to finance multi-national projects namely: the TAZARA Land Slides  Rectification Project and the Kagera Basin Telecommunication Project.

 

 

  • PRIVATE SECTOR OPERATIONS:

Since the  beginning of its private sector operations in 1991, the Bank has approved two projects in Tanzania, namely the Graphtan Limited (mining) and Aquva Limited (agro-processing).

 

In the interim the government will enter into contract with service providers who will train and build capacity of the farmers and members of the Cooperative Society (MAMCOS) so that they are capable of procuring the required services from the National Irrigation Agency (NIA) and other institutions.  The service providers will also assist farmers in marketing their produce.

The thrust in lending for Tanzania over the period is poverty reduction with a focus on Agriculture, the social services sector and public utilities.

Background:

Tanzania is signatory to LOME I convention (1975) and is currently a participating ACP member state of the Lome IV Convention (1991 - 2000 signed December, 1989).

    The framework  of co-operation for the National Indicative Programme  (NIP) of 8th EDF was signed in March, 1997 to cover the following sectors/projects:

Agriculture support has mainly been channelled through the STABEX Scheme and from budget line rather than NIP projects.

           

Tanzania under the LOME IV Convention, has benefited from STABEX support to coffee, cotton, tea, sisal and cloves.  Due to importance of coffee as one of the major foreign exchange earners for Tanzania the 8th EDF will support reforms and strategies in the coffee industry.

 

  •  Tourism and Natural Resource:

·Serengeti Conservation Project.

·Institutional strengthening for tourism sector (TANAPA).

 

  • Other Areas of Cooperation

  • Mitigation of pressure by refugees by strengthening infrastructure, public services and  protection of environment in North-Western Tanzania.

  • European Investment Bank (EIB) loan for Dar es Salaam and Kilimanjaro airports navigation/ communication equipment, power supply, and airfield lighting  with co-financing from World Bank/IDA and ORET.

  • Risk capital resources to East African Development Bank (EADB), Stanbic Tanzania and  CRDB (1996) signed in July 1999 for on-lending to Private Sector including  agro industry, horticulture, mining, tourism and related activities.

SWITZERLAND :

 

Background:

Dating back to the year 1965 already, Tanzania and Switzerland have signed a bilateral investment agreement ("Convention concerning the Encouragement and Reciprocal Protection of Investments"). Moreover, an update of this agreement currently finds itself in an advanced stage of preparation. 

 

COOPERATION WITH MAJOR PARTNERS IN DEVELOPMENT:

Please find below a brief outline of Tanzanian – Swiss development cooperation. If more detailed information should be deemed helpful, please do not hesitate to contact the Swiss Embassy.

The Tanzanian – Swiss development cooperation dates back to the early 1960s. For many years, Tanzania has been and continues to be a priority country of Switzerland's long-term bilateral development cooperation, carried out mainly through the Swiss Agency for Development and Cooperation (SDC).

The total contributions of official Swiss development cooperation to Tanzania amount to more than 350 million SFr (250 million USD) so far, with an annual budget currently running at around 20 million USD. A substantial part of this aid is channelled through the Poverty Reduction Budget Support (PRBS) and the Health Sector Basket of the Government of Tanzania.

Throughout the last 30 years, health and transport infrastructure have remained the principal sectors of Swiss assistance to Tanzania. Prominent projects have included support of the Dar es Salaam Urban Health Project and a long-standing collaboration with the Ifakara Health Research and Development Centre (IHRDC).

Higher education, professional training, dairy farming, income generation and promotion of macro-economic stability complete the picture of Swiss assistance efforts in Tanzania. Particular importance is given to gender-balanced development and community empowerment.

The new country programme for Swiss development cooperation in Tanzania for the years 2004-2010 will continue along these lines. It will be shaped around three domains:

  • Governance for poverty reduction

  • Economic growth and assets for the poor

  • Social and physical well-being
