Vision

Mission
The vision of the Ministry of Works is to develop an efficient and self sustaining construction industry that is capable of meeting the diverse needs for construction, rehabilitation and maintenance of civil works and buildings and thereby participating effectively to social economic development in the country. In line with the overall vision, the Mission of the Ministry of Works will focus on the following objectives:
  • To provide a smooth, economic, efficient, safe and reliable Trunk, Regional, District, and Feeder Roads Network,
  • To manage, control access and usage of the Road Network,
  • To evolve polices which will enhance the development of the construction industry,
  • To ensure that Government houses and buildings are properly constructed, maintained and economically utilized,
  • To ensure availability of reliable plant, equipment and vehicles for the construction industry and the country at large,
  • To ensure increased efficiency, productivity, supply and economy of materials for design, construction and maintenance,
  • To undertake research in the construction industry and ensure the optimum documentation, dissemination and application of the research findings,
  • To establish relevant standards, specifications and regulations in the construction industry and enforce usage through a centrally coordinated system,
  • To establish efficient and effective procurement procedures in the construction industry,
  • To develop and regulate the registration, monitoring and control of professionals and firms engaged in the construction industry.

Functions
  • To manage, control access and usage of the Road Network.
  • Carrying out construction of roads , bridges by using regional roads engineers.
  • Carrying out design and overall supervision of roads, bridges and ferry crossing using consultants and in-house capacity.  
  • Carrying out inspection of roads and bridge works to ensure adherence to quality standards and cost effectiveness.  
  • Provision of professional and administrative support in contract management.  
  • Coordination of donor assisted projects under the Integrated Roads Project (IRP).  
  • Registration of contractors, quality surveyors, architects and engineers.  
  • Overseeing operations of parastatal organizations and other inter-ministerial departments under the ministry.  
  • Carrying out human resource management and development.  
  • Road safety and vehicle axle load control.
