Registrar
of Political Parties
The
main function of the Registrar of Political Parties is
registration and monitoring of political parties.
Overview
On
1 July 1992, Tanzania formally ceased to be a one-party state when
amendments to its constitution and a number of laws permitting and
regulating the formation and operations of more than one political
party were enacted. Twelve new political parties, in addition to
the ruling party, Chama Cha Mapinduzi (CCM), were registered; and
these were able to participate in the general Elections of October
1995. These opposition parties were National Convention for
Construction and Reform-Mageuzi (NCCR-Mageuzi); Chama cha
Demokrasia na Maendeleo (CHADEMA); Civic United Front (CUF);
United Democratic Party (UDP); TADEA; NRA; UMD; Tanzania Labour
Party (TLP); UPDP; PONA, Tanzania Peoples Party (TPP). In the
period between July 1992 and October 1995 a number of major events
occurred that had impact on the political environment, including:

The first multiparty Grassroots elections held in 1993
involved the election of leaders of government at the lowest level
of hamlets and villages. In the grassroots elections CCM won 97%
of the positions of Chairpersons of villages and members of
village committees. These CCM leaders continued to be instrumental
in influencing all aspects of politics at the grassroots level up
to the end of 1995 and beyond.

In October 1994,
Local Government (Civic) elections were held in 2,411 wards to
elect each one councilor. Out of these, only 1,226 held elections
because 1,185 CCM candidates went through unopposed. Finally, CCM
received 2,336 representing 96.89% and the opposition won only 75
seats, representing 3.11%. Furthermore, CCM secured 74% of the
votes cast nation wide.

In the same year,
the High Court nullified as unconstitutional the provision in the
Political Parties Act which required every political party which
wanted to hold a public rally or a peaceful demonstration to have
a permit specifically and personally issued by the District
Commissioner.

In October 1995,
the first multi-party general elections were organized and the
results were as follows:

The
Presidential Elections:
The total valid votes cast was 6,512,745 and the four fielded
candidates faired thus: CCM had 61.%; NCCR-Mageuzi 27.8%; CUF
6.4%; and UDP 4.0%.

The
Parliamentary Elections:
Valid votes cast totaled 6,440,913, showing a difference of 71,832
compared with the votes for the Presidents. The thirteen political
parties in all the 232 constituents fared as follows: CCM
candidates received 59.22%; NCCR-Mageuzi 21.83%; CHADEMA 6.16%;
CUF 5.02%; UDP 3.32%; TADEA 1.19%; NRA 0.94%; UMD 0.64%; TLP
0.41%; NLD 0.41%; UPDP 0.31%; PONA 0.28%; and TPP 0.24.

October/November 2000, the second multi-party general elections
were held and the results were as follows:

In
October 1995 Elections, Hon. Benjamin William Mkapa and Dr. Salimin Amour both from CCM were elected for the United Republic
of Tanzania and Zanzibar Governments by 61.8% and 50.5%
respectively. The second Presidential, Parliamentary and
Councilors elections were held on 29 October 2000 and repeated on
5 November 2000 for Zanzibar Town West Region. The incumbent
President, H.E. President Benjamin William Mkapa and Hon. Amani
Abeid Karume were elected to the Presidency of the United Republic
of Tanzania and Zanzibar Governments by 71.7%
and 67% respectively.
