Vision

Mission

To evolve a well-educated gender equitable society that can cope with development and effective utilisation and application of Science and Technology regionally and internationally by the year 2025.  The mission of the Ministry of Science, Technology and Higher Education is to facilitate the provision of quality gender equity technical and Higher Education to the Tanzanian community and to promote development in application of Science and Technology in collaboration with all Stakeholders. 

Functions

  • Overseeing the Science and  Technology Policy and  Programmes, Acquisition and Application of technology, Development of Local expertise in Science and Technology, Dissemination of Research Findings regarding the Development of Science and Technology, Higher Education Policy Universities, Institutes of Technology, Technical Colleges.

  • International Organisation i.e. UNESCO.

  • Development of Human Resources under this Ministry.

  • Extra ministerial Departments, Parastatal Organisations and Projects under this Ministry.

Historical Background of the Ministry

The Ministry of Science, Technology and Higher Education was established in November, 1990. Since its existence, four Ministers, one Deputy Minister and three Permanent Secretaries have headed it.

DIVISIONS/UNITS

Major functions  

  • To ensure that personnel laws, staff circulars, standing orders and other labour regulations are interpreted and communicated to all employees.

  • To coordinate purchases, distributions and proper use of working equipment.

  • To coordinate all matters concerning labour relations, transport and protocol.

  • To organise ministerial meetings for the management and employees.

  • To advise the Permanent Secretary on all administrative  and personnel matters in the ministry.

  • To coordinate all activities of appointments, confirmations, promotions and retirements.

  • To ensure that there is a proper distribution of personnel among the departments of the Ministry.

  • To maintain proper personnel data bases and other Information Systems.

  • To formulate implement and review Human Resource training policy.

  • To prepare staff development programmes short and long term) in relation to work improvement.

  • To coordinate an annual written performance assessment for all employees.

 

Major functions of the unit

(i) Preparing and reviewing comprehensive sectoral plans and strategies by performing specific analyses and coordinating the inputs from other departments.

(ii) Coordinating the annual programming process and liaising with other departments and institutions.

(iii) Monitor sectoral performance, and advise accordingly.

(iv) Coordinating Donor Assistance and Loans for the Sector and advising accordingly.

(v) Design and manage an effective ICT.

(vi)  Coordination of policy analysis and data collection.

 

Major functions

(i)             Formulate and review National Higher Education Policy and recommend  for appropriate action.

(ii)            Monitor Higher Education  institutions.

(iii)           Institute Regional and International cooperation for Higher Education.

(iv)           Monitor procedures for students Admissions, scholarships and recommend appropriate action.

(v)            Recommend on plans and budget for Higher Education.

(vi)           Collect, store, and disseminate information and data on Higher Education.

 

Major functions

  1. Formulation and review of Technical Education Policy.

  2. Monitoring performance of Technical Education Bodies which include National Council for Technical Education (NACTE), Dar es Salaam Institute of Technology (DIT), Mbeya Technical College (MTC), and Technical College Arusha (TCA).

  3. Co-ordinating activities pertaining to Regional and International Co-operation on Technical Education and Training.

  4. Management of Technical Education Institutions.

  5. Regulation of students’ admissions and scholarships.

  6. Preparation of Division’s Plans, Budgets and Allocation of Resources for Technical Education.

  7. Collection, Storage and Dissemination of Information and Data on Technical Education.

Major functions

  1. Formulate, review   Science and Technology Policy.

  2. Prepare guidelines for monitoring of Science and Technology programmes.

  3. Faster Sub-Regional and Regional International Cooperation in Science and Technology.

  4. Monitor and Oversee the performance of science and Technology Bodies which include the National Radiation.

  5. Commission (NRC) and the Tanzania Commission for Science and Technology (COSTECH).Manage  the  Science and Technology system.

  6. Prepare  Division’s plans, Budgets and Resources for Science and Technology.

  7. Collect , store and Disseminate   information and Data on Science and Technology.  

Major functions

  • To coordinate UNESCO-Tanzania activities on behalf of the government of the United Republic of Tanzania.

  • To mobilize governmental, non- governmental institutions and individuals to participate in UNESCO's.
  • To contribute to the maintenance of peace and the common welfare of mankind through dissemination of information and implementing programmes and UNESCO activities in the country.
  • To encourage participation of governmental, non-governmental institutions and individuals in the formulation and execution of UNESCO Programmes.
  • To participate in the search for candidates for UNESCO posts and fellowships.
  • To collaborate with other National Commissions as well as UNESCO Regional Offices and Centres in fostering of international, regional, sub-regional and bilateral cooperation in UNESCO's fields of competence, Education, Science, Culture and Information and undertake activities related to the general objectives of UNESCO of interest to the United Republic of Tanzania.

Overseas Scholarships offered through the   Ministry Science, Technology and Higher     Education

General Admission Requirements:

  1. Must have completed Form VI or equivalent and must have principal passes in all subjects and credit of grade A or B in the relevant subjects.

  2. Other Countries require the candidate to sit and pass qualifying examination in relevant subjects.

  3. Must not be more than 27 years old by the start of the relevant academic year.

  4. Other countries require the age limit of 25 years old.

Cost Sharing:

  1. Successful candidates will be obliged to provide their own tickets to the respective countries and return tickets upon completing studies (other countries do provide return tickets).

  2. Parents/Guardians/Employers to provide a Monthly topping Up allowance of at least US $ 100.

Departure:

Successful candidates leave for the respective countries between august and November each year.
