Higher Education Students' Loans Board was established by Act No. 9 of 2004 and became operational in July 2005. The objective of the Board is to assist, on a loan basis, needy students who secure admission in accredited higher learning institutions, but who have no economic power to pay for the costs of their education. The Board is also entrusted with the task of collecting due loans from previous loan beneficiaries in order to have a revolving fund in place so as to make the Board sustainable. Due to increasing numbers of applicants seeking loans and limited funds set aside annually by the Government, the Higher Education Students' Loans Board uses Means Testing System in identifying applicants who deserve to be given loans.

The criteria used to get loans include neediness, academic performance in Form VI examinations or equivalent qualifications and national priority programmes. For in-service students not pursuing health science programmes or education in science and mathematics, other arrangements are in place for them to get loans from their employers or Social Security Schemes.

Financial assistance loaned to students covers the following six items;

  • Meals and Accommodation
  • Books and Stationery Expenses
  • Special Faculty Requirements
  • Field Practical
  • Research Expenses
  • Tuition Fees
