Description


Prof. Luoga  was   born  in       1958. He  obtained  a  Bachelor  of      Laws (LL.B. Hons) from the University of Dar es Salaam in 1985; LL.M. from Queen's University (Canada) in 1988; Master of International Law (MIL) from Lund University (Sweden) in 1991; and PhDin Lawfrom the University of Warwick  in the United Kingdom in 2003.

He joined the University of Dar es Salaam as a Tutorial Assistant in the then Faculty of Law (now University of Dar es Salaam School of Law) in 1986 and climbed the academic ladder through promotion to become Associate Professor two decades later in 2005. He has held various managerial and administrative posts at UDSM where, up to the time ofthis appointment, he was the Deputy Vice Chancellor, Academic, a position he held since 2014. He has also served as Acting Deputy Vice Chancellor, Research and Knowledge Exchange in 2013; Corporate Counsel and Secretary to Council (2009-2013) and Director of Undergraduate Studies (2005-2009). Profession-wise Prof. Luoga is an Advocate of the High Court of Tanzania and is a member of the Law Association of Tanzania, the Tanganyika Law Society and Commission of Folk Law and Legal Pluralism.

Prof. Luoga researches and has widely published in the areas of taxation, human rights, law and procurement.
